First, your friend needs to go out on a date. Its very impossible to get a girlfriend without having to meet girls. If hes not that confident to meet girls on his own, introduce him to your girl friends. Teach him to be confident at all times.
Also, your friend does not only need to go out on dates, but he needs to learn how to ask questions that are meaningful. If lets say hes on a date you just cant expect him to stare at his date. He needs to make his date feel that hes interested at her. Girls always want to feel that way.
If he finally found the girl he wants to date again, make sure your friend inform the girl that hes gonna call him. And if he promised to do that, make sure he will call her.
